风险矩阵法在突发公共事件风险评估中的运用

Application of risk matrix method in risk assessment for public health emergency

  • 摘要: 目的 及早识别、分析和评价云南省保山市第四届体育运动会(市运会)期间可能出现的突发公共卫生事件风险,提出风险控制措施和管理建议,做好卫生应急准备,有效防范和应对突发公共卫生事件的发生。方法 从传染病信息报告系统、突发公共卫生事件报告系统、食源性疾病监测系统、专病管理系统、美国疾病预防控制中心、欧洲疾病预防控制中心及世界卫生组织网站等收集有关本次风险评估的信息资料。选择来自传染病和地方病、寄生虫病、免疫规划、卫生检验等领域的13名专家,采用专家会商和风险矩阵法,基于可能导致突发公共卫生事件从而对市运会产生负面影响的霍乱、流行性感冒、麻疹等12种传染病及食源性疾病、水污染的风险因素开展风险评估。结果 利用风险矩阵计算市运会期间各因素发生突发公共卫生事件风险的等级:食物中毒为高风险,霍乱、流行性感冒、其他感染性腹泻为中风险;人禽流感、麻疹、疟疾、登革热、寨卡病毒病、甲型病毒性肝炎、痢疾、伤寒/副伤寒、急性出血性结膜炎9种传染病和水污染为低风险。结论 针对风险评估等级提出相应的风险控制措施,确保了保山市运会的顺利举办。

     

    Abstract: Objective To identify, analyze, and evaluate the risk of public health emergency during the fourth sport game in Baoshan, Yunnan province, and provide suggestions for the control and management of risk, preparedness for the health emergency and effective prevention or response to public health emergency. Methods The information about public health emergency were collected from acute infectious disease reporting system, public health emergency reporting system, food borne disease surveillance systems, special infectious disease management system, as well as related data from US CDC, Europe CDC and WHO websites. Thirteen experts working in the field of infectious disease, endemic disease, and parasitic disease, immunization, health inspection participated in the assessment and risk matrix method was used to analyze the possibilities of public health emergencies caused by 12 kinds of infectious diseases, such as cholera, influenza and measles, water contamination and food born disease which might affect the sport game.Results The risk levels calculated with risk matrix were as following:the risk of food poisoning was high, the risks of cholera, influenza and other infectious diarrheal disease were moderate, and the risks of human infection with avian influenza virus, measles, malaria, dengue fever, Zika virus disease, hepatitis A, dysentery, typhoid/paratyphoid, acute hemorrhagic conjunctivitis and water pollution were low.Conclusion The targeted risk control measures were taken for the success of the sport game in Baoshan.
