Performance of internet-based reporting of HIV/AIDS in China, 2009

  • 摘要: 目的 分析当前艾滋病疫情网络直报数据质量,探讨网络直报工作存在的问题。 方法 2010年1月1日下载艾滋病网络直报系统中2009年报告HIV/AIDS的定时数据库及相关工作表,对艾滋病网络直报个案数据进行准确性、完整性、及时性的统计分析。艾滋病防治数据质量核查评估分县(区)级自评、省级考评和国家级考评三阶段进行。评估指标为报表合格率和网报直报率。 结果 63.3%的病例报告来自疾病预防控制中心(CDC),县级CDC占68.9%;部分病例报告存在填写错误;身份证号码、联系电话、工作单位等部分非必填项填写率较低;传播途径的填写率已达100%,但其中传播途径填写不详者占9.5%;2009年流调率为98.4%,完成流调率为90.9%;有88.8%的病例在免疫印迹法确认或诊断后15 d内报告。艾滋病病例报告数据质量评估省级自查报表合格率为94.3%,网络直报率为99.3%;国家核查报表合格率为98.9%,网络直报率为100.0%。 结论 2009年艾滋病报告的流调率、完成流调率和及时率等指标较2008年进一步得到提高,数据质量评估结果良好,针对存在的问题,在今后的工作中进行调整完善和针对性地加强。

     

    Abstract: Objective To evaluate the performance of internet-based reporting of HIV/AIDS in China in 2009 and provide scientific evidence to improve reporting quality and establish indicators for management and evaluation. Methods The data and related reporting tables of HIV/AIDS were collected from national AIDS internet-based reporting system on 1 January 2010 to conduct analysis on accuracy, completeness and timeliness of case reporting. The evaluation and verification of AIDS prevention data were implemented in three stages of self evaluation at county level, provincial evaluation and national evaluation with the indicators of the qualified rate of reporting tables and rate of internet-based reporting. Results Of the case reported in 2009, 63.3% were reported by CDCs at all levels of which 68.9%were reported by CDCs at county level. The errors in report card filling were found in some cases. In some cards, the identification card number, telephone number and working unit were missed. Transmission route item was filled in all report cards, but 9.5% of them were filled with uncertain. Epidemiological surveys were conducted for 98.4%of the cases and the data obtained were entered into the internet-based reporting. The survey was completed for 90.9%of the cases. Up to 88.8%of the cases were reported within 15 days after confirmation or diagnosis by Western blotting. The qualified rate of report cards and rate of internet-based reporting were 94.3% and 99.3% respectively at provincial level, and the qualified rate of report cards and rate of internet-based report were 98.9%and 100.0% respectively at national level. Conclusion The timeliness of case reporting and rate of epidemiological survey in 2009 were much higher than those in 2006, 2007 and 2008. The evaluation indicated that the quality of data reporting was good, but it is still necessary to improve the internet-based reporting of HIV/AIDS.
