闭环管理机制驱动的智慧化传染病监控系统的实践与应用

Application of intelligent infectious disease surveillance system based on closed-loop management mechanism

  • 摘要: 传染病监控系统是传染病管理的重要抓手,面临大基数和动态变化的复杂数据,建设智慧化的传染病监控系统,是降低国内传染病漏报率的必要策略。本研究运用新型信息技术,打造以闭环管理为驱动机制的传染病监控系统,旨在提高传染病上报的效率和质量。该系统以“监控系统−开单医生−公共卫生科室−监控系统反馈”的闭环结构为驱动核心,由预警、干预、报表、对接疾病预防控制中心、上报等模块构成,具备自动预警、提醒报卡、报卡审核、沟通对话、查询统计、数据分析等功能。该系统于2022年11月在广东省广州中医药大学第一附属医院上线试运行完善后投入使用,结果显示,2023年4月—2024年12月传染病监控系统的总漏报率从试运行前的12.82%下降至8.78%,降幅达到31.50%,2024年全年平均漏报率同比下降1.60%。实践证明,闭环管理机制驱动的传染病监控系统具有时效性好、精确度高、错误率低的特点,能够提升传染病上报管理的自动化和信息化水平,实现传染病上报的智慧化和精细化管理。

     

    Abstract: Infectious disease surveillance system is important for infectious disease management. Because of the dynamic data is complex with large base, it is necessary to establish an intelligent infectious disease surveillance system to reduce the rate of underreporting of infectious diseases in China. In this study new information technology was used to analyze the infectious disease surveillance system based on closed-loop management, i.e. "information system - reporting doctor -public health department - information system" to provide evidence for the improvement of the efficiency and quality of infectious disease reporting. The system, composed of modules of early warning, intervention, reporting, docking with disease control and prevention center, and reporting, was put into use after trial operation in November 2022. It has the functions of automatic early warning, report reminding, report verifying, communication, inquiry statistics, and data analysis. . The analysis results showed that the total underreporting rate of the infectious disease decreased from 12.82% before the trial operation to 8.78% from April 2023 to December 2024, a decrease of 31.50%, and the annual average underreporting rate in 2024 decreased by 1.60% compared with previous year. It has been proved that the infectious disease surveillance system based on the closed-loop management mechanism has the characteristics of high timeliness, high accuracy and low error rate, which can improve the automation and informatization level of infectious disease reporting for the intelligent and refined management of infectious disease reporting.
