新加坡和中国香港登革热、基孔肯雅热媒介伊蚊控制策略比较及启示

Comparison of Aedes vector control strategies for dengue fever and Chikungunya fever between Singapore and China’s Hong Kong special administrative region: Insights and implications

  • 摘要: 登革热与基孔肯雅热均以埃及伊蚊、白纹伊蚊为主要传播媒介,具有传播速度快、影响范围广、防控难度大的特点,既是我国大陆输入性疫情防控的重点病种,也是全球需重点应对的重要传染病,其传播流行与媒介伊蚊密度密切相关。截至目前,全球已有119个国家和地区报告基孔肯雅热病例,登革热在100余个热带、亚热带国家呈地方性流行,2024年全球登革热报告病例为1 460万例,较2000年大幅增长。新加坡和中国香港特别行政区(以下简称“中国香港”)作为典型的热带和亚热带地区,长期面临上述两种蚊媒传染病的叠加威胁,在伊蚊密度精准防控领域积累了成熟的策略与实践经验。本研究从治理模式、法律保障、科技应用、社区动员、环境治理5个维度,系统梳理比较新加坡和中国香港伊蚊密度控制的实践路径,提炼可复制、可推广的关键防控经验,并结合中国蚊媒防控基础与流行病学特征,分析各类经验的适配性,为中国提升登革热、基孔肯雅热等同类蚊媒传染病媒介防控能力、降低疫情输入及本地传播风险提供科学参考。

     

    Abstract: Dengue fever and Chikungunya fever are diseases mainly transmitted by Aedes aegypti and Aedes albopictus. Characterized by rapid transmission, extensive affected area and great difficulty in prevention and control, they are key imported infectious diseases for the prevention and management in the mainland of China, as well as major communicable diseases requiring priority response in the world. The transmission is closely associated with the density of Aedes. Up to now, Chikungunya fever cases have been reported in 119 countries and regions in the world, and dengue fever is endemic in over 100 tropical and subtropical countries. A total of 14.6 million dengue fever cases were reported globally in 2024, showing a rapid increase compared with 2000. As representative tropical and subtropical regions, Singapore and Hong Kong, China have long been affected by the two mosquito-borne diseases mentioned above, and they have developed mature strategies and obtained practical experience in the precise control of Aedes density. From five aspects of governance model, legal guarantee, technological application, community mobilization and environmental management, this paper systematically summarizes and compares the practical paths of Aedes density control in Singapore and China’s Hong Kong, extracts replicable and promotable core prevention and control experience, analyzes the adaptability of such experience in combination with the domestic foundation of mosquito control and local epidemiological characteristics of China, to provide scientific evidence for China to improve vector control against dengue fever, Chikungunya fever and other similar mosquito-borne diseases, and lower the risks of importation and indigenous transmission of the diseases.
