核心超大城市输入性传染病防控关键技术工具包构建设计思路

Design of key technical toolkit for prevention and control of imported infectious disease in core megacities

  • 摘要: 核心超大城市作为国家门户枢纽与人口高密度区域,面临境外传染病输入与本地传播的双重压力。本研究基于文献分析、政策梳理和案例研究。针对核心超大城市国际交通枢纽这一特定场景,融合官方监测、境外开源疫情情报、口岸检疫及城市多点触发数据等多源信息,构建包括基础数据、监测预警、风险研判、管控干预、风险沟通和智能化工具等六个模块化全流程闭环设计的输入性传染病防控关键技术工具包的设计思路,利用人工智能工具支持场景化应用。设计理念遵循《中华人民共和国传染病防治法》《中华人民共和国国境卫生检疫法》等法律法规,并参考北京冬奥会等大型活动防控经验。为核心超大城市防控输入性传染病提供技术参考。

     

    Abstract: As international transportation hubs and areas with high population density, core megacities face double challenge of the importation and subsequent local transmission of infectious diseases. Based on literature analysis, policy review and case studies, this study suggests a framework for the design of key technical toolkit for the prevention and control of imported infectious disease based on the analyses on multi-source information, including official surveillance, international open-source epidemic information, port quarantine, and urban multi-point trigger data. The toolkit consists of six modules with a modular structure and full-process closed-loop design: basic data, surveillance and early warning, risk assessment, management and intervention, risk communication and artificial intelligence tools. The design strictly complies with the Law of the People’s Republic of China on the Prevention and Treatment of Infectious Diseases and the Frontier Health and Quarantine Law of the People’s Republic of China, and other relevant laws and regulations, consider the experiences in disease prevention and control of major events, such as Beijing 2022 Winter Olympics to provide technical reference for the prevention and control of imported infectious diseases in core megacities.
