2026年7月中国需关注的突发公共卫生事件风险评估

Risk assessment of public health emergencies concerned in China, July 2026

    目的 评估2026年7月在我国(不含香港、澳门特别行政区和台湾地区,下同)传染病疫情等突发公共卫生事件风险。
    方法 根据国内外突发公共卫生事件报告及重点传染病监测等各种资料和部门通报信息,采用专家会商法,并通过视频会议形式邀请各省(自治区、直辖市)疾病预防控制中心专家参与评估。
    结果 刚果民主共和国本迪布焦型埃博拉病毒病疫情传播范围不断扩大,仍将持续较长时间,存在输入我国风险,但输入及输入后续发传播可能性低,需继续做好疫情风险国家和地区来华及返华人员健康监测与疫情应对准备。登革热、基孔肯雅热等蚊媒传染病境外输入风险及输入后引发本地传播风险进一步增高,各类风险地区要切实降低蚊密度,发现病例后及时启动应急监测,采取精准控制措施,严防规模性疫情发生。发热伴血小板减少综合征处于年度发病高峰期,需加强防护教育,提高公众预防与感染控制意识,减少暴露机会及聚集性疫情风险。新型冠状病毒感染疫情呈现波动,需关注高龄老年人及婴幼儿重症预防。人感染新亚型流感仍为零星散发疫情,需继续加强多部门联合调查控制及人群风险评估。猴痘疫情持续存在输入及本地续发传播风险,需加强调查与协查,联防联控。此外,需加强甲型肝炎(甲肝)、食物中毒、高温中暑等风险预防宣教,引导公众主动采取防范措施以降低风险;加强自然灾害卫生应急值守,及时组织灾后卫生防疫工作。
    结论 对本迪布焦型埃博拉病毒病、登革热、基孔肯雅热、发热伴血小板减少综合征、新型冠状病毒感染、人感染新亚型流感、猴痘、甲肝、食物中毒、高温中暑等予以关注,做好风险防范工作。

     

    Abstract:
    Objective  To assess the risk of infectious disease epidemic situation public health emergencies that may occur or be imported from abroad in China (except Hong Kong and Macao Special Administrative Regions and Taiwan region, the same below) in July 2026.
    Methods Based on the reports of domestic and foreign public health emergencies and surveillance results of key infectious diseases or notifications from relative agencies and departments, the expert consultation conference was held and experts from provincial (autonomous region and municipal) centers for disease control and prevention attended this conference through video terminal.
    Results The epidemic of Bundibugyo Ebola Virus Disease (EVD) in the Democratic Republic of the Congo shows ongoing transmission and the continued expansion, it is expected to persist for an extended period, posing a risk of importation to China. However, the risk of local secondary transmission following importation remains low. Continuous screening and tracing of at-risk individuals must be maintained. The risk of local transmission resulting from imported cases of dengue fever and chikungunya fever continues to increase, all risk areas should reduce the mosquito vector density. Once the case is detected, immediate monitoring for mosquito vector density should be initiated to guide precise policy implementation to prevent the occurrence of large-scale epidemics. The incidence of severe fever with thrombocytopenia syndrome (SFTS) will enter an upward phase. Strengthen public health education to raise awareness of personal prevention and infection control, thereby reducing the risk of exposure and cluster outbreaks. The epidemic of coronavirus disease 2019 (COVID-19) presents a fluctuating pattern. Attention should be paid to the severe infection of the elderly and infants. Sporadic cases of human infection with novel influenza A virus may be detected in China. Strengthen joint investigations by multiple departments and conduct risk assessments for high-risk populations. The epidemic of mpox remains at a low level of fluctuation. Strengthen epidemiological investigations and cross-jurisdictional inquiries, and enhance joint prevention and control mechanisms. Public health education regarding the prevention of hepatitis A, food poisoning, and heatstroke should be strengthened to encourage the public to proactively adopt preventive measures and mitigate risks. Enhance health emergency on-duty arrangements for natural disasters, and promptly mobilize post-disaster sanitation and epidemic prevention efforts.
    Conclusion Attention should be paid to EVD, SFTS, dengue fever, chikungunya fever, COVID-19, human infection with novel influenza A virus, mpox, hepatitis A, food poisoning, heatstroke. Ensure robust risk prevention measures are in place.
