Abstract
Objective This is a process evaluation of HIV/AIDS prevention and control,in which health promotion strategies are employed.Methods Data on HIV/AIDS prevention and control between 1989 and 2006 were reviewed and then analyzed using health promotion strategies.Results Intensive administrative intervention had resulted in the development of a sound governing institution responsible for tertiary prevention of HIV/AIDS and newly established offices for county-level HIV/AIDS prevention and control;professionals admitted by examination were recruited for better team-work.With increased investment in AIDS/HIV prevention and control,one HIV confirmation laboratory and sixteen first-screen laboratory were set up,seven international programs scheduled.Besides,intervention of high-risk behaviors had begun;the six Programs for HIV/AIDS prevention and control were put into practice;and comprehensive surveillance among high-risk persons was carried out in order to uncover the infected as thoroughly as possible.Conclusion Administrative intervention is contributive to the goal of health education.
