Abstract:
Objective To construct a competency index system for Chinese overseas public health emergency aid personnel using the Delphi method, and provide theoretical support for the selection and training of overseas health emergency aid personnel in China.
Methods The literature analysis method was used to construct a candidate database of Chinese overseas public health emergency aid personnel competency indicators. Delphi method were used for two rounds to inquire 23 experts in related fields and screen the indicators. Based on the expert scoring results, the Analytic Hierarchy Process and Rank Sum Ratio were used to calculate the weight of the indicators, and a Chinese overseas public health emergency aid personnel competency indicator system was constructed.
Results The effective response rates of the two rounds of expert questionnaires surveys were 100%, and the expert authority coefficient was 0.85. The coordination coefficients of the three-level indicators were 0.308, 0.253, and 0.254, respectively (P<0.001). The final constructed competency indicator system included 4 first level indicators, 14 second level indicators, and 41 third level indicators, and the weights of the first level indicators, from high to low, were prevention and preparedness (0.409), response (0.297), general use (0.191) and recovery (0.079).
Conclusion A preliminary indicator system for the competency of overseas public health emergency aid personnel has been established in China, which can provide theoretical support for the member selection for overseas public health emergency response and preparing public health emergency aid task forces
