全球公共卫生人员跨文化交际能力指标体系构建

Indicator system for intercultural communication competence of global public health workforce

    目的 构建全球公共卫生人员跨文化交际能力指标体系,为未来从事全球公共卫生工作的人员提升跨文化交际能力提供参考依据。
    方法 基于文献分析和专家访谈初步构建跨文化交际能力指标框架,运用德尔菲专家咨询法对21位专家进行2轮专家咨询,确定最终纳入指标,采用层次分析法确定指标权重。
    结果 经过两轮专家咨询,问卷有效回收率均为100.00%,两轮专家权威系数分别为0.86和0.87;肯德尔和谐系数分别为0.13和0.23,差异具有统计学意义(P<0.001),最终形成的指标体系,包含跨文化认知能力、跨文化情感能力和跨文化行为能力3个一级指标以及对应的6个二级指标和18个三级指标。
    结论  本研究建立的全球公共卫生人员跨文化交际能力指标体系具有较好的科学性和可靠性,不仅能用于评估公共卫生人员跨文化交际能力水平,还可为跨文化交际能力培训项目提供内容框架。

     

    Abstract:
    Objective  To construct an intercultural communication competence indicator system for Global public health workforce, and to provide a reference basis for the improvement of intercultural communication competence for future personnel engaged in global public health work.
    Methods  Based on literature analysis and expert interviews, the first draft of the intercultural communication competence indicator framework was constructed. 2 rounds of expert consultation with 21 experts using the Delphi method to determine the final indicators. The Analytic Hierarchy Process was employed to determine the weights of the indicators.
    Results  After two rounds of expert consultation, the effective recovery rate of the questionnaire was 100.00%. The experts’ authority coefficients in the two rounds were 0.86 and 0.87, respectively. The Kendall’s coefficient of concordance were 0.13 and 0.23, with significant difference (P<0.001). The final constructed competency indicator system included 3 first-level indicators (intercultural cognitive, emotional and behavioral ability), 6 second-level indicators and 18 third-level indicators.
    Conclusion  The intercultural communication competence indicator system established in this study for global public health workforce demonstrates good scientific validity and reliability. This system not only evaluates the level of intercultural communication competence among global public health personnel but also offers a comprehensive framework for training programs focused on enhancing intercultural communication competence.
