2004 - 2008年浙江省宁波市北仑区突发公共卫生事件分析与评价

Analysis and evaluation of public health emergencies in Beilun district,Ningbo city,Zhejiang province,2004 - 2008

  • 摘要: 目的 了解浙江省宁波市北仑区2004 - 2008年突发公共卫生事件发生特征及网络直报信息报告质量。 方法 应用描述性流行病学方法对北仑区2004 - 2008年网络直报突发公共卫生事件资料进行分析。 结果 2004 - 2008年宁波市北仑区共报告突发公共卫生事件19起,其中一般事件13起,相关信息6起,均为传染病疫情,以呼吸道传染病疫情为主占78.95%;共报告病例546例,死亡1例,平均罹患率为2.16%;84.21%的事件发生在学校。事件首例病例发生到报告时间平均为11.82 d,从接到报告到网络直报时间平均为10.80 h;报告数据完整率均在84.21%以上,原因查明率为100%。 结论 应重点加强学校突发公共卫生事件的预防控制,应用快速检测技术提高事件现场处置水平。同时应进一步规范网络直报系统管理,以提高网络报告及时性。

     

    Abstract: Objective The characteristics of public health emergencies and the quality of related network direct reports in Beilun district, Ningbo city, Zhejiang province from 2004 to 2008 were evaluated for further improvement of the effectiveness of emergency prevention and control and the quality of emergency reports. Methods A descriptive epidemiological approach was employed to analyze the data on public health emergencies reported through the network direct report system in Beilun district from 2004 to 2008. Results A total of 19 public health emergencies were reported in Beilun district, Ningbo city from 2004 to 2008, including 13 general events and 6 reports of relevant information, all of which were infectious diseases and most were cases of respiratory tract infectious diseases, accounting for 78.95%. A total of 546 cases were reported, including 1 death, with an average attack rate of 2.16%. 84.21% of the events took place at school. The average interval from the first onset of cases in an event to the time of report was 11.82 d, and the one from the receipt of report to direct network reporting was 10.80 h. The report data integrity rate was 84.21%, and the identification rate on the causal reasons was 100%. Conclusion Great importance shall be attached to the improvement of the prevention and control of school public health emergencies, and the on-site disposal of emergencies using rapid test technologies. Meanwhile, the management of the network direct report system shall be further standardized to improve the timeliness of report.
