七省(直辖市)政府机构控烟强度评价

Evaluation on tobacco control efforts in governmental institutions in 7 provinces in China

  • 摘要: 目的 评估上海、天津、黑龙江、河南、广东、浙江和江西7个省(直辖市)政府机构的控烟强度,为建立中国控烟强度指标体系提供依据。 方法 通过查阅文献、专家咨询和小组讨论建立控烟强度评价指标;采用分阶段随机抽样的方法,抽取7个省(直辖市)113个政府机构进行知情人问卷调查、观察及拦截调查,以调查这些机构的控烟强度及无烟环境创建效果;通过百分比赋值法计算机构控烟强度及无烟环境创建效果综合得分,通过两者的相关分析来验证控烟强度评价指标的适用性。 结果 控烟强度方面,上海市无论是在总体平均得分方面,还是在政策、政治意愿、控烟能力和开展的控烟工作方面,均最高;江西省则各项得分均处于较低水平。无烟环境创建方面,上海市得分最高,江西省得分最低,其他各省相差不大。各省政府机构控烟强度平均得分与无烟环境创建得分存在统计学意义上的相关。 结论 各省政府机构的控烟强度指标从政策、政治意愿、控烟能力和开展工作方面反映了所调查机构在这些方面的投入现状,其平均得分与机构的无烟环境创建效果保持一致。

     

    Abstract: Objective To evaluate the tobacco control efforts in the governmental institutions in Shanghai, Tianjin, Heilongjiang, Henan, Guangdong, Zhejiang and Jiangxi provinces (municipality) and provide evidence to develop the evaluation indicator system of tobacco control in China. Methods Evaluation indicators were developed after literature review, expert consultation and panel discussion. Questionnaire surveys, observations and random surveys were conducted in 113 governmental institutions selected by stratified random sampling in the 7 provinces. The scores of tobacco control efforts and no smoking area division were calculated by percentage assignment method. The correlation between tobacco control efforts and no smoking area division was analyzed. Results The scores of policy support, political commitment, capability and performance for tobacco control were highest in Shanghai but lowest in Jiangxi. The score of no smoking area division was highest in Shanghai but lowest in Jiangxi, too. The differences among other provinces were not significant. The statistical correlation between score of tobacco control effort and score of no smoking area division was observed in all 7 provinces. Conclusion The survey results reflected the current status of tobacco control investment in these governmental institutions. The tobacco control effort score was consistent with the score of no smoking area division.
